Summary0000829: scavetool not spliting cvs files with -F splitcsv
Descriptionout from the help message of the 'scavetool' command :
    -F <formatname> format of output file: vec (default), splitvec, matlab, octave, csv, splitcsv
a user may think that the option " -F splitcsv" will create one csv file per vector. However, a single file with all the vectors listed sequentially is created.

It is not coherent with the "-F splitvec" option: every vector is written in a separate file.

Please find attached a patch solving the issue.
Steps To Reproducescavetool vector -p "avg*" -F splitcsv -O output ../General-0.vec
expected result: 1 file per vector from General-0.vec
obtained result: 1 file with all the vectors
